The pressures

## Higher expectations for how reports are handled.

Universities and colleges in England now face specific regulatory requirements on harassment and sexual misconduct.

### Office for Students condition E6

Since 1 August 2025, registered providers must prevent and respond to harassment and sexual misconduct, publish a single comprehensive source of information, train staff and not use NDAs that stop students speaking.

### The staff harassment duty

From 30 October 2026, employers must take all reasonable steps to prevent sexual harassment of staff and are liable for harassment by third parties.

### The Prevent duty

Universities and colleges must have due regard to preventing people being drawn into terrorism and refer concerns through safeguarding routes.

### Colleges with under-18s

Further education colleges must follow Keeping Children Safe in Education, including handling concerns and allegations about staff.
